The National Center on Policy Analysis released "Reducing
the Social Security Benefits Tax" by Stephen J. Entin, a member of the advisory
board for Cato's Project on Social Security Privatization. Discussing the 1993
provisions making up to 85 percent of Social Security benefits subject to income
taxes, Entin says, "Repeal of this portion of the tax on Social Security is
an important step because the peculiar method employed to tax Social Security
benefits imposes some of the highest and most destructive marginal tax rates
in the entire tax code."
