
What Would Bush Do?

Monday's Washington Times includes an interview with Republican presidential
contender George W. Bush, in which the Texas Governor pledges to make Social
Security reform a priority of his campaign.
A Bush administration would begin, he says, with the new president "calling
the leaders of the Congress to lay out an agenda of why I got elected and explain
to members of Congress just what I'd like to see done - we're going to take
care of the elderly by reforming Social Security and Medicare."
Bush has spoken in the past in favor of Social Security reform incorporating
personal retirement accounts and against any form of payroll tax increase. But
now is an opportunity for him to lead by promoting personal accounts incorporating
as large a share of the current payroll tax as possible.
